The Baltic Sea Choir is a report based on an international high-level seminar in late 2004. One section is a thematic summary of the interventions and discussions. The second section contains four articles . The theme of the seminar was to highlight Baltic Sea Cooperation in the aftermath of NATO expansion and EU enlargement. An underlying question was to what an extent positive regional developments in security had been overtaken by more topical issues. The global war on terrorismen, the transatlantic rift in security affairs and the ascendance of the EU as a strategic actor suggests that the region’s relations to its external environments are enhanced. Articles deal with regional security identities (Alison Bailes), new and old threats (Adam Rotfeld) change and various actors in Baltic Sea politics (Carl-Einar Stålvant) and finally Kalinigrad (Christian Wellmann).
